CO2-Zertifikatehandel: RWE because of superelevated electricity tariffs warned

A comparative appreciation with other industries participating in the European emission trade resulted in that the competitive conditions on other markets do not permit a over rolling of the free of charge assigned emission authorizations. This applies not only to industries, which stand in the world-wide competition with competitors not participating in the emission trade, but also to industries as for example the mineral oil, cement, lime or sugar market, in which German enterprises likewise compete with national or European competitors taken part in the certificate trade.

Independently of the comparative appreciation with other industries the examination of the office resulted in that of currenteconomical and emission-legal reasons only for a small number that the power station operators assigned emission authorizations actually alternative uses for the certificates consisted. Now would to that extent be a monetary use escaped, if the value of these certificates had not been taken into account.

Under consulting a fuel-spreading conversion factor and one „importance addition “the Federal Cartel Office does not complain of a over rolling of up to 25% of the certificate value contained proportionately in the electricity tariff therefore in its provisional order. Each over rolling taking place beyond that would be to be regarded as abuse of a dominating the market position.
